Philadelphia Teachers Puzzled By Individual Contracts
Teachers in the Philadelphia school district are being asked, for the first time in decades, to sign individual contracts and this has them very worried and in a panic. The contracts do not contain any salary amount and the teachers, who are represented by a union and are covered under a labor agreement until its expiration in August, are perplexed by the blank spot on the contract that should contain a salary.
Teachers are frantically asking if they should sign these contracts they received in the mail with a deadline given as June 19th. Estelle Matthews is the Philadelphia School District human resource chief and says that there is no mystery. She says that the Pennsylvania school code requires that teachers have individual contracts and she says she is aware also that the teachers in Philadelphia have not had contracts in 20 years. She also states that the contracts do not supersede the collective bargaining agreement with the union.
The teacher’s union is advising the teachers not to sign the contracts and Matthews admits she does not know what the penalty is for noncompliance. Matthews says she is getting bombarded by telephone calls and also states that there was no intention to upset people.
